When I try to resize via green button, it toggles between full screen and vertically maximized screen. This is NOT a full screen issue and I DO have full access to the red, yellow and green buttons. All you have to do is hold down the Ctrl-key on your keyboard and move the mouse wheel up or down to change the zoom level of your browser.
